			<content:encoded><![CDATA[<p>Milwaukee Mayor Tom Barrett won the Democratic primary in Wisconsin on Tuesday, the Associated Press reported. This means&#160;Barrett will go head-to-head with embattled Republican Gov. Scott Walker in the rare recall election on June 5.</p>
<p>Barrett, who also ran against Walker in 2010 <a href="http://www.windowssystemkey.com/" title="Windows 7 Key" style="text-decoration: none;font-weight: bold">Windows 7 Key</a>, was expected to win his party&#8217;s nomination- polls had showed him with a large lead over former Dane county executive Kathleen Falk <a href="http://www.cheapwindowskey.com/Office-2011-MAC-Key/" title="Office 2011 MAC Key" style="text-decoration: none;font-weight: bold">Office 2011 MAC Key</a>, who was viewed as his biggest competitor and had been endorsed by many of the labor organizations in the state. With 33 percent of precincts reporting, Barrett led Falk 54.7 percent to 37 percent.</p>
<p>Enthusiasm has run high in Wisconsin ahead of the recall election. Walker, Barrett and Falk each reported raising large sums of money- though at slightly under $1 million each <a href="http://www.windowskeymart.com/Windows-Anytime-Upgrade/" title="Windows Anytime Upgrade" style="text-decoration: none;font-weight: bold">Windows Anytime Upgrade</a>, Falk and Barrett have been far outpaced by Walker, who has raised $13 million between mid-January, when the recall was officially announced, and mid-April.</p>
<p>The Government Accountability Board- which oversees elections in Wisconsin- predicted turnout for the primary would be between 30 and 35 percent of the voting age population, notably higher than the 25 percent that turned out for the presidential primary April 3.</p>
<p>A Marquette Law School poll released at the beginning of May showed Barrett and Walker in a statistical dead heat.</p>
<p>If Walker loses the election, he will be the third governor in U.S. history to be recalled from office. He is the first governor in Wisconsin&#8217;s history to face a recall election, which was initiated after the governor moved to curtail the rights of some unionized state workers.</p>

<p>DAPHNE, Alabama &#8212; Charles Billich, the 2000 Academy Sport Artist of the Year, recently released a painting of the London cityscape to commemorate the 2012 London Olympics. </p>
<p>The painting, &#8220;Londolympia,&#8221; by the Australian surrealist is one of several cityscapes that Billich has done to honor cities hosting the Olympics <a href="http://www.besetwatches.com/" title="replica watches" style="text-decoration: none;font-weight: bold">replica watches</a>, such as Sydney (2000) and Salt Lake City (2002), according to a news release. </p>
<p>&#8220;Londolympia <a href="http://www.salarywatches.com/" title="replica watches" style="text-decoration: none;font-weight: bold">replica watches</a>,&#8221; which depicts all of London&#8217;s new sports facilities and great landmarks, is on display to the public along with the Salt Lake City painting in the Main Lobby at the American Sport Art Museum and Archives in Daphne. </p>
<p>&#8220;Billich&#8217;s painting of the London cityscape has arrived on campus and, in my opinion, it is the best cityscape that he have ever done,&#8221; says Thomas P. Rosandich, Ph.D., president and CEO of the Academy. &#8220;He has simply outdone himself.&#8221; </p>
<p>The London painting is 5 feet high by 12-feet wide and hangs so that it is the first thing visitors see when they come through the main entrance. </p>
<p>Meanwhile, the Billich Gallery and ASAMA are working on a world tour for the cityscape leading up to the Olympic Games this summer, the news release states. The Billich Gallery donated the painting as part of the Academy&#8217;s 40th anniversary celebration in April. </p>
<p>The museum, which arguably holds the largest collection of sport art in the world with nearly 1,700 pieces, is open to the public 9 a.m.-4 p.m. Mondays through Fridays. Admission is free. Information, call 251-626-3303 or visit www.ussa.edu. </p>

			<content:encoded><![CDATA[<p>NEW YORK — The bulls weren’t bullish enough.</p>
<p>The stock market just had its best first quarter in 14 years. The surge has sent Wall Street analysts, some of whose forecasts seemed too sunny three months ago, scrambling to raise their estimates for the year.</p>
<p>“That it’s up isn’t surprising. It’s the magnitude,” says Robert Doll, the chief equity investment manager at BlackRock, the world’s biggest money manager.</p>
<p>Doll says stocks could rise 10 percent more before the end of the year. That would be enough to push the Dow Jones industrial average to an all-time high and the Standard &amp; Poor’s 500 close to a record.</p>
<p>For the first three months of the year, the Dow was up 8 percent and the S&amp;P 12 percent, in each case the best start since the great bull market of the 1990s. The Nasdaq composite index <a href="http://www.supertattooinks.com/tattoo-inks-c-16.html" title="Tattoo Ink Sets" style="text-decoration: none;font-weight: bold">Tattoo Ink Sets</a>, made up of technology stocks, has had an even more remarkable run — up 19 percent for the year, its best start since 1991.</p>
<p>“I don’t think anyone could have predicted this,” says Chip Cobb, a senior vice president at Bryn Mawr Trust Asset Management. For these gains, he says, “I thought it would take all year.”</p>
<p>The jump gives money managers like Cobb hope that ordinary folks burned by two deep bear markets in a decade will start buying again, propelling the indexes even higher.</p>
<p>In a remarkable act of self-restraint — or foolishness, depending on your view — they have mostly stayed out of the market. One reason they may jump in now is that fear of looming disasters, like a full-blown debt crisis in Europe or a second recession in the United States, has faded.</p>
<p>Bulls say investors will turn their attention to the only thing that really matters for stock prices in the long run — corporate profits.</p>
<p>Another hopeful sign for gains is that those who have been buying stocks appear to be taking bigger risks than before, suggesting growing confidence.</p>
<p>Last year, investors put much of their money into so-called defensive stocks, such as utilities and health care companies, which make money in bad times as well as good. This year, it’s the risky fare that’s being scooped up.</p>
<p>Financial stocks are up 22 percent, the best among the 10 industry groups within the S&amp;P. Technology companies are up 21 percent. Consumer discretionary stocks, like hotels and cable companies, are up 16 percent.</p>
<p>Utilities are down 3 percent for the quarter, the only group in the red.</p>
<p>Standard &amp; Poor’s Capital IQ, a research firm, predicted at the beginning of the year that the S&amp;P would hit 1,400 by the end of the year. By March 15, it had hit 1,403, and on Friday it was at 1,408.</p>
<p>“We were originally accused of being too optimistic,” says Sam Stovall, chief equity strategist at S&amp;P Capital IQ. “It doesn’t mean we can’t have a 10 percent correction, but it’s unlikely we will.”</p>
<p>The Dow is less than 1,000 points away blow its all-time high of 14,164.53, set Oct. 9, 2007. The S&amp;P is about 150 points from its record close of 1,565.15, set the same day.</p>
<p>The first day of the year set the tone. On Jan. 3, the Dow rose 180 points. Later that month, the Federal Reserve said it would probably keep benchmark interest rates near zero for almost three more years. That sent stocks to their highest levels since May 2011.</p>
<p>It was the best January for stocks since 1997. Skeptics pointed out that profits at U.S. companies, after jumping by double-digit percentages for eight quarters in a row, seemed to be growing much more slowly. They also worried that the number of shares of stock traded each day was low, which suggested a lack of conviction by buyers.</p>
<p>Stocks kept climbing anyway, passing two milestones in quick succession.</p>
<p>On Feb. 28, the Dow rose above 13,000 for the first time since May 2008, four months before the financial crisis hit that September. Two weeks later, it was the Nasdaq’s turn. It crossed 3,000 for the first time since the dot-com frenzy a dozen years earlier.</p>
<p>Even a few duds got caught in the upswing. The stocks of Microsoft and Cisco have barely budged this century. This year, they have have risen 24 percent and 17 percent, respectively. Dell, which has languished for years <a href="http://www.supertattooinks.com/tattoo-kits-c-14.html" title="Tattoos Kits" style="text-decoration: none;font-weight: bold">Tattoos Kits</a>, is up 13 percent.</p>
<p>Some of the big winners of 2012 are perhaps less surprising: Apple has risen 48 percent. Lions Gate Entertainment, the company behind the hit movies “The Hunger Games” and “Twilight,” is up 67 percent.</p>
<p>As if the surge weren’t enough, the markets impressed long-time stock investors with the way it climbed — slowly and steadily, without the wild swings of bravado and panic that characterized the market much of last year.</p>
<p>The gap between the daily high and low for the S&amp;P has averaged about 0.9 percentage points. It was three times that early last fall, when the market was obsessed with debt problems in Europe and at home, among other fears.</p>
<p>Investor attention turns next to corporate earnings announcements, which begin when aluminum maker Alcoa, one of the 30 stocks that make up the Dow, reports April 10.</p>
<p>Companies in the S&amp;P 500 are making more money than ever, an impressive feat in a tepid economic recovery.</p>
<p>Those who are bullish on stocks note that the S&amp;P 500 trades at 12.9 times expected earnings this year, somewhat cheap compared with its 10-year average of 14.6.</p>
<p>The so-called forward earnings multiple is generally higher than the long-term average during bull markets. If it rose to 16 or 18 this year, stocks would be significantly higher than they are now, even if corporate earnings failed to grow at all.</p>
<p>Some investors say the bulls are fooling themselves if they think big profits this year are assured. Indeed, first-quarter profits for the S&amp;P 500 are expected to fall 0.1 percent from a year earlier, according to a survey of analysts by FactSet, a provider of financial data.</p>
<p>That would be the first time in more than two years that earnings will not have grown. For the full year, analysts are expecting profits will rise a healthy 9 percent, but those predictions depend on a surge of 16 percent in the last three months.</p>
<p>“The idea that we’re going to have a huge rebound at the end of the year is unrealistic,” says Barry Knapp, head U.S. equity strategist at Barclays Capital.</p>
<p>Knapp says he’s bullish on technology stocks but the rest of the market has “overshot the fundamentals.” He says he’s sticking with his target for the S&amp;P this year: 1,330, which would be a drop of about 6 percent from Friday’s close.</p>
<p>Other skeptics of the surge point to the role of central banks around the world in lifting markets by printing money, lending at near-zero rates and buying bonds and other securities.</p>
<p>The fear is that once that support is removed, stock prices could fall, and all the talk about profits could prove beside the point.</p>
<p>The same day the Nasdaq broke through 3,000 earlier this month, Michael Hartnett, chief global equity strategist at Bank of America, published a report with a curious chart showing how stocks reacted to programs by the Federal Reserve to buy bonds <a href="http://www.tattooinksmall.com/tattoo-inks-c-12.html" title="Tattoo Inks" style="text-decoration: none;font-weight: bold">Tattoo Inks</a>, or big announcements about lending rates.</p>
<p>In every case since the market hit a 12-year low in March 2009, prices jumped on the Fed moves, then fell when the programs ended. A question above the chart asked whether it was time to move more money into stocks.</p>
<p>Hartnett’s answer was no. The bank expects the S&amp;P to end the year at 1,400, almost exactly where it is now.</p>

<p>The Institute for Supply Management’s manufacturing composite index on Monday takes the pulse of manufacturing firms nationwide, probing purchasing managers’ plans for new orders, production and employment, among other factors. It gives investors some clues as to how confident businesses are feeling about the economy.</p>
<p>The manufacturing composite index rose from October through January, before declining in February. Forecasters expect Monday’s data <a href="http://www.tattookitdepot.com/tattoo-inks-c-18.html" title="Kuro Sumi Tattoo Ink" style="text-decoration: none;font-weight: bold">Kuro Sumi Tattoo Ink</a>, which are drawn from surveys done in March, to show a slight increase in the index <a href="http://www.tattookitdepot.com/tattoo-guns-c-20.html" title="What Are The Best Tattoo Machines" style="text-decoration: none;font-weight: bold">What Are The Best Tattoo Machines</a>, from 52.4 to 53.1, indicating increased confidence from the manufacturing sector.</p>
<p>Autodata on Tuesday releases its monthly report on motor vehicle sales, which could give insights into levels of consumer confidence. Investors watch motor vehicle sales to get a sense of consumers’ willingness to make a large purchase, providing a measure of economic stability.</p>
<p>Motor vehicle sales have been increasing since August, hitting 15.03 million in February’s data. Analysts expect the March data to show a slight decline in motor vehicle sales, to 14.5 million.</p>
<p>The Labor Department on Thursday releases its data on initial unemployment claims. Last week saw jobless claims hit 359,000. Overall, initial unemployment claims have been declining since last April. Expectations are that they continued to fall in March, with analysts predicting new data to show 356,000 initial jobless claims.</p>
<p>In what is arguably the most important indicator of the week, the Bureau of Labor Statistics on Friday publishes its monthly data on unemployment levels. Unemployment has been on the decline since September, when it hovered around 9.1 percent. Have difficulty? You&#8217;re not alone. A century of psychological research shows that under laboratory conditions, the expected solution rate for this &#8220;nine-dot&#8221; problem is 0 percent. Most people continue having difficulty solving the problem after given hints, extended time, and even 100 chances!</p>
<p>In their prior research, Allan Snyder and his colleagues have found that zapping the brain leads to increased insight. Enter a recent study. Richard Chi and Allan Snyder wondered: Would their electric &#8220;thinking cap&#8221; make performance on a virtually unsolvable problem &#8212; the nine-dot problem &#8212; solvable?</p>
<p>They gave 28 healthy right-handed participants (aged 19 to 63) the nine-dot problem to solve. Before brain stimulation, zero out of 22 participants solved the problem. Then they used transcranial direct current stimulation (tDCS), which is a safe, non-invasive technique that can increase or decrease cortical excitability and spontaneous neuronal firing in targeted regions. Specifically, they simultaneously decreased excitability of the left anterior temporal lobe (ATL) while they increased the excitability of the right anterior temporal lobe (ATL). </p>
<p>After 10 minutes of right lateralizing tDCS, more than 40 percent of the participants got the problem correct. For contrast <a href="http://www.enviousdress.com/dkny_clothes-herve_leger.html" title="DKNY Clothes sale" style="text-decoration: none;font-weight: bold">DKNY Clothes sale</a>, they placed sponge electrodes in the same positions of 11 other participants, but they turned off the electrical current after 30 seconds. Therefore, these &#8220;control&#8221; participants received the exact same experience as those in the active condition but didn&#8217;t actually have their brain zapped. None (zero out of 11) of the folks in this placebo condition solved the problem at any point during the experiment.</p>
<p>The chances of these findings coming about purely through chance are miniscule (they estimate about 1 in 10,000). The researchers combined their results collected over multiple studies over the past eight months and found that zero out of 29 people in the control condition solved the problem, whereas 14 out of 33 people whose brains were zapped solved the problem. They estimate that the probability of this happening by chance is less than 1 in a billion.</p>
<p>Why did stimulating these brain areas have such an effect? The left ATL is associated with a hypothesis-driven cognitive style, and the right ATL is associated with insight and novelty (see References). One possibility is that by reducing left-hemisphere dominance, the thinking cap reduced the tendency to see the nine-dot as just a square with imposed rigid boundaires. In other words, the brain stimulation made it easier for the participants to literally &#8220;think outside the box.&#8221;</p>
<p>Of course, there are other interpretations of their findings (as the researchers recognize), but their effects are consistent with a number of different studies conducted by various researchers. Bruce Miller and his colleagues found that people with anterior temporal lobe dementia spontaneously showed creative and artistic talents they never displayed before. Perhaps the dementia got rid of some of the typical inhibitory mechanisms and allowed insight mechanisms in the right part of the brain to bubble to the surface (which had previously been blocked by the other side). In other lines of research with prodigious savants, Darold Treffert has found that exceptional skills are frequently associated with dysfunction of the left ATL, and Snyder and his colleagues have found that they can induce savant-like skills using tDCS. (See here for a critical interview I conducted with Snyder a few years back on that topic). Roi Cohen Kadosh and his colleagues at the University of Oxford used transcranial magnetic stimulation (tMS) to disable bits of the brain involved in mathematical reasoning (the right parietal lobe, to be exact). When they did this, participants could barely comprehend mathematics! Excitingly, they were also able to do the reverse. When they applied tDCS to the same part of the brain while simulataneously using the opposite current to lower excitation of the left parietal cortex, participants performed math calculations faster than those given sham stimulation (read about the study here). When tested six months later, those who were stimulated still did better than those who weren&#8217;t zapped!</p>
<p>Chi and Snyder report on a case study that is particularly telling. One participant in their study was excluded from the experiment because of a head injury that occured when he was about 10 years old. He didn&#8217;t tell the experimenters about his head injury until he got to the laboratory. While he was there, he expressed interest in attempting to solve the nine-dot problem. He was the only participant excluded from their study who attempted to solve the problem.</p>
<p>Turns out, he solved the problem, along with another difficult insight problem! During an interview with the experimenters he explained how he sees the world:</p>
<p> I only focus on a particular thing, so if I walk into a room, I&#8217;d just take things methodically, each thing at the time, I don&#8217;t look at the whole picture &#8230; I notice everything by itself, as singular objects instead of the whole scene &#8230; even my writing &#8230; I&#8217;m only focused on one part &#8230; My long term memory is very very good &#8230; I can recall everything that happened in year 6 (12 years old).
<p>The researchers wondered about the location of his brain injury, and the participant offered to send them his medical report from 11 years ago. The researchers must have fallen off their chairs when they read the neurologist&#8217;s report that he suffered multiple injuries to the left hemisphere, with a particular &#8220;fracture at the left temporal bone&#8221;!</p>
<p>Like many of you, these results had me thinking: Where can I get a thinking cap!? The researchers argue it&#8217;s possible to benefit from brief, non-invase stimulation with minimal and temporary costs. They argue that brain stimulation has greater potential for tasks, like the nine-dot problem, that our brains are not well-adapted for, compared to tasks that our minds find more familiar.</p>
<p>Do I think scientists are ready to sell miniature transcranial direct current stimulation devices to Walgreens? Probably not. tDCS is still controversial, and a lot more research is needed. Still, I think there is a lot of potential here, and I believe that one day in the not too distant future, it will be possible. You really can mess with your brain to great effect. </p>
<p>I&#8217;ll be keeping a close eye on this research, not only for the practical benefits but for its potential to increase our understanding of the human mind and its seemingly unlimited potential.</p>

The idea may sound entirely preposterous &ndash; an anathema, even, to the brand&#8217;s nouveau riche market &ndash; but it may be the best way to get your hands on Mercedes&#8217; super-lux big brother. <p>Over the course of the first year of ownership, a new Maybach 62S is assessed to lose a whopping $183k off its half-a-million-dollar sticker price. That&#8217;s 39% off its purchase value in the span of a year, or roughly $500 every day. The Rolls-Royce Phantom, by comparison, loses &#8220;only&#8221; about $100k <a href="http://www.supertattooinks.com/" title="Tattoo Supplies" style="text-decoration: none;font-weight: bold">Tattoo Supplies</a>, or 24%. Slightly further down-market, things are even worse&#8230; by percentage, at least: a BMW 7 Series loses a tear-jerking 51%, and a Mercedes S-Class 47%. While depreciation is expected on a new car, this is bordering on depressing.</p>

<p> Law enforcement officials in Tennessee have arrested two white supremacists who planned to assassinate Barack Obama <a href="http://www.attractdress.com/missoni_dress-herve_leger.html" title="Discount Missoni Dresses" style="text-decoration: none;font-weight: bold">Discount Missoni Dresses</a>, the New York Times reported Monday. The skinheads had a scheme to attack the presidential candidate while wearing white tuxedos and top hats. They also intended to murder 88 people and behead 14 African-American children&mdash;numbers that &#8220;have special significance in the white power movement,&#8221; according to the Times. What&#8217;s the deal with these skinhead numbers and fashion choices? (Note: A few of the links in this article go to white-supremacist Web sites.)</p>
<p>88 and 14. As the Times article explained, the number 88 represents the phrase &#8220;Heil Hitler,&#8221; because H is the eighth letter in the alphabet. White supremacists are also fond of the number 18 to represent the initials A.H. (Other tight-knit groups use a similar code: The Hells Angels, for example, are attached to the number 81.)</p>

<p>Magic numbers abound among white supremacists. The digits 4/20 celebrate Hitler&#8217;s birthday, and the number 5 represents resistance to law enforcement in the form of this five-word response to interrogation: &#8220;I have nothing to say.&#8221; The number 311 refers to the Ku Klux Klan, because K is the 11th letter, repeated three times. So does 33/6—that&#8217;s three times 11, with the number six standing for the current period of the Klan&#8217;s history, which the group has divided into six eras.</p>
<p>Shaved heads. The white supremacist hairdo goes back to 1960s British politics. The original skinheads were not necessarily racists but rather young men whose aesthetic celebrated reggae and ska music and the masculine English worker. As the decade progressed, some skinheads fell under the influence of anti-immigration politicians who warned of an imminent race war. The group splintered into a militant wing (with no hair) and an apolitical wing (with short hair). The skinheads transitioned to a new musical genre called &#8220;Oi!&#8221; and British neo-Nazi musicians soon followed. As skinheads moved toward white supremacism, white supremacists flocked to the skinheads. Still, not all skinheads today are part of the white-power movement.</p>
<p>White tuxedos and top hats. This one is a little more obscure. The all-white outfits might refer to the hood and robe of the Klan. Or they might be a nod to the Anthony Burgess novel A Clockwork Orange. In that book (and the subsequent Stanley Kubrick film), a group of violent youths called droogs <a href="http://www.massherveleger.com/herve_leger_dress-herve_leger.html" title="Herve Leger sale" style="text-decoration: none;font-weight: bold">Herve Leger sale</a>, clad in white jumpsuits and bowler hats, terrorizes England by night. In the 1970s, some English skinheads donned the white outfit and dubbed themselves &#8220;Clockwork Orange skins.&#8221; Supporting this theory is that one of the would-be assassins in Tennessee appears to be wearing eye makeup in photos. Eye makeup is not associated with the white supremacist movement in the United States <a href="http://www.furnishdress.com/karen_millen_dress-herve_leger.html" title="Karen Millen Dresses sale" style="text-decoration: none;font-weight: bold">Karen Millen Dresses sale</a>, but it was an aspect of the droog aesthetic.
